It is a 20 m. radio antenna, meant for the wavelength range of 0.25 to 15 cm. Since it is of great importance that the antenna be very precisely and accurately focused and not moved around even the slightest bit by winds or other stochastic vectors (short wavelengths, you know), it is kept in a housing of plastics reinforced with fibre-glass. The technical term for such a housing is a radome. Once inside the radome, you'd see that it is a normal radio antenna, much like any other twenty metre aerial in your daily life.
