This is a version of the Unix utility of the same name.  It allows
one to set the date and time of any file or group of files to "now"
(useful for forcing a makefile into a recompile) and (with version 1.10)
will create a file if it is explicitly named but does not already exist.
This supports Workbench 2.0 wildcards and uses the 2.0 argument scheme; 
2.0 or later is required.  Version 1.10.
