This is a quick bug fix release, fixing a rather serious bug in TechCon
0.91.  Because of the new combined allocation when reading file area
configurations, two of the list header pointers (FreeDL and NoUpload in the
file area configuration structure) were set to NULL and if any free files
or forbidden uploads were found in the configuration file, the ExecBase
pointer got trashed when TechCon attempted to insert a node to one of the
lists.
